In the Fall of 2007, I&S was contacted about areas that needed cleaning and area that were sloughing and causing areas to back up along Blue Earth County Ditch No. 25 near St. Clair. Upon further inspection it was noted that large portions of the open ditch were in need of cleaning, slough repair, tile inlet repair, and a few county road crossings that looked to be at the wrong elevation.
A preliminary estimate of $202,000 for the project was developed which included the County Road Crossings and a topographic survey was ordered. After completion of the topographic survey it was discovered that two County Road crossings were constructed 2.5 feet higher than the legal ditch profile when they were reconstructed 30 years ago.
After discussions with the County Public Works, they offered to pay for the culvert replacement. In the end, the land owners saved $62,000 by not paying for the culverts and the savings due to detailed plans and specifications. This savings led them to afford to clean an additional 2,700 feet of ditch beyond the scope of the original project.
