WALTERS SANITARY SEWER

The City of Walters is a small community in southeast Faribault County that had a combined sewer system which was in violation of state and federal standards for wastewater treatment. I&S designed a sewage collection and treatment system for the City, and assisted the City in securing financing for the project through USDA-Rural Development. Financing for the project came from multiple sources, including Wastewater Infrastructure Fund (WIF) and Total Maximum Daily Loading (TMDL) grants from Public Facilities Authority (PFA), a grant and loan from USDA-Rural Development, and special assessments to cover the cost of the private services. The City ended up with a loan for approximatey 10% of the nearly $2,000,000 project cost, with the remainder of the project covered by grants and special assessments.

I&S assisted the City in securing the site for the wastewater stabilization ponds and obtaining the necessary easements and permits for construction of the project. We also guided the City through the 429 process, and provided construction oversight and contract administration services for the project. Just over two miles of sanitary sewer main and services were installed on the project which provided sanitary sewer service to 46 residences. Approximately two thirds of the existing city streets were completely reconstructed. A main lift station sends all sanitary flows from the City to the stabilization ponds for treatment. The project was completed in late fall 2009.
