The City Council of Welcome saw the need for various improvements to City facilities and infrastructure, and wanted to prioritize improvements to ensure municipal funds are used most efficiently. I&S guided the City through the process of completing a five year Capital Improvement Program to meet this goal. I&S worked with the City in terms of gathering information on proposed projects, developing weighted scoring criteria which determined project importance and developed project costs.
As part of the plan, the City wished to explore how to best finance these improvements. In the plan, various financing alternatives were discussed, along with estimates of funds necessary to complete the project. This planning provides for adequate time for applications for projects that have the potential for loans and grants. I&S also provided project alternatives that the City of Welcome could explore to reduce project cost.
I&S encourages cities to use this process to prioritize municipal improvements through a long range planning process. This allows the cities to financially plan for projects and it also gives the City the opportunity to inform the public of the plan.
